This project is one of the activities for 2007 EU Year for Equal Opportunities that aims to raise public awareness on existing social exclusion and inequalities and foster tolerance and joint actions for their removal.

Project aims:
Awareness raising and building intolerance towards discrimination against gender
Promote social dialogue on prevention of discrimination against groups of exclusion
Change stereotypes on traditional roles of women and men in society and existing images
towards groups of exclusion
Promote women’s motivation and professional skills in labour market
Promote new images and roles of modern men as care givers that share the burden of everyday routine in order to influence changes of employers’ attitudes towards women as ”risky and reserved work force”.
Support the employers’ innovative management strategies allowing the practical reconciliation of professional and private life for both women and men.
Promote social policies that develop practices of reconciliation of private and professional life.Project activities

Gender equality – necessary for a region development
The project aims to promote a balanced participation of men and women across both economic and social life and to strengthen gender equality in municipalities . The project was implemented in 2006-2007 . , participated three Lithuania municipalities : Širvintų., Ukmergės, ir Šiaulių.
Aims:
To develop and improve the skills of local government officials in the field of gender equality ;
Increase the sensitivity of the municipal policy of gender equality;
Encourage discussion about the need for gender equality policy in Bulgaria , Lithuania and Estonia;
Develop recommendations for the local government to develop and implement effective gender equality policies.Target groups Lithuania :
Sirvintai,Ukmerge , Siauliai municipal employees who have a direct impact on local policy decisions and services ;
The local media who will inform the community about the ongoing policy of equality .
The main activities of the project :Selected municipal staff training , as well as the 3R method for the analysis of the situation of gender equality and gender mainstreaming, the allocation of resources and providing action plans to change the current situation ;
visit to the Swedish municipalities ;
Small-scale 3R studies carried out by municipal staff participating in the project. The study will analyze the situation of women and men in daily work;
discussions in non-participating municipalities;
International conference in Vilnius in 2007 . November .
The project is coordinated by the Equal Opportunities Ombudsman .The project partners are : Social Security and Labour, Center for Equality , Siauliai city municipality , Gender Commissioner’s Office ( Estonia ) , and Women’s Studies and Policy Center ( Bulgaria).

Prevention program on violence against women
In 2006 CEA implemented the international project on Monitoring Actual Situation of Violence against Women. This project covered 22 Central and East European countries, Caucasus and Central Asia. Referring to the methodology based on recommendation (2002)5 of the Minister’s Committee of the Council of Europe the completed research investigated the effectiveness of legal, political, social and cultural means of the state and its commitment to solve the problem of violence
against women. The completed research has provided the recommendations to improve the situation in Lithuania. The findings of the research were presented in the meeting, organized by the working group of the Ministry of social security and labor to discuss the draft Strategy on Reduction of Violence against Women for 2007-2008 with women’s NGOs.
