In order to develop and improve systems of cooperation, coordination and liaison between the competent authorities and other stakeholders in order to increase the effectiveness of the measures implemented, it is important to strengthen the intercultural and diversity management competences of the actors involved in the effectiveness of economic integration, to improve the coordination of their actions and to ensure the transferability of the best practices of the EU Member States.
In line with the agenda proposed by the European Commission and in line with the priorities of the EIF programme – to enhance intercultural and diversity management knowledge and skills needed to strengthen cooperation between competent authorities and other stakeholders – the project aims to build on the work previously undertaken to develop the interinstitutional coordination and liaison system by adding a qualitative segment specifically related to the economic integration of third-country nationals. The project focuses on activities focused on the economic integration of third-country nationals and identifies the main target group of the project as representatives of the private sector, including entrepreneurs, trade unions, labour exchanges and the Centre for the Quality Assessment of Studies, and the additional target group of the project as policy-makers, NGOs and academics, and media representatives.
The analysis of the situation shows that a comprehensive approach is essential for the successful economic integration of third-country nationals, by (1) increasing the intercultural competence and knowledge of the private sector and trade unions in managing diversity, strengthening the role of employers and social partners in developing diversity and combating discrimination, as outlined in the European Agenda; (2) strengthening the coordination and cooperation between institutions and other stakeholders on integration policies for third-country nationals, and improving the effectiveness of integration policies; and (3) ensuring the sharing of European experiences. The project consists of three types of complementary activities:
- Training/seminars on intercultural competence building and diversity management for stakeholders involved in the economic integration of Non-EU nationals.
- Development of the information and advice platform www.mipas.lt.
- Preparation of a guide to the economic integration of Non-EU nationals, integrating European experience.
The project has three segments, which are implemented in the following order: starting with activities focusing on awareness raising and attitudinal formation of the project participants, followed by consultations, completing and updating the information on the website www.mipas.lt, and finally, after summarising the consultation and training materials, the drafting of the guidelines for the economic integration of Non-EU nationals.
